Dullard was born at Hightstown, Mercer County, New Jersey, on December 9, 1861, a son of James and Mary (Power) Dullard, both of whom were born in Ireland and came to the United States in the fifties. ... Educated in the schools at Hightstown, Mercer County, John P. Dullard began his career in the Railway Mail Service, being appointed during the first Cleveland administration and continuing for four years, until he resigned to become a newspaper reporter. ...
